Bihar Residence Certificate — How to Apply Online, Time

The residence certificate is the document that makes every other reservation claim work in Bihar. Caste-based reservation is available only to candidates domiciled in the state, and a caste certificate on its own does not establish that, CSBC asks for both, and treats a reserved-category candidate from outside Bihar as Unreserved. It is applied for at serviceonline.bihar.gov.in on Form-XII, issued by the Circle Officer on Form-XIII within 10 working days, and unlike the Non-Creamy Layer certificates it is one of the three the two-day Tatkal service does cover. The short answer
A residence certificate, also called a domicile certificate, proves you are a permanent resident of Bihar. It is what turns a caste certificate into a usable reservation claim.
Apply at serviceonline.bihar.gov.in under the General Administration Department. You apply on Form-XII with a self-affidavit on Form-XIV, and the Circle Officer issues the certificate on Form-XIII.

Why this one decides whether your reservation counts
A caste certificate says which category you belong to. It does not say you are from Bihar, and in a state recruitment that second fact is what makes the first one usable.
CSBC states the rule plainly in advertisement 01/2026: reservation on the basis of caste is available only to candidates domiciled in Bihar, and the permanent address given in the application is what counts for that purpose.
A reserved-category candidate from outside the state is counted as Unreserved, which also means the General age limit and the General cut-off apply to them, not their own category’s.
Who is asked for it
Almost every Bihar recruitment that offers reservation, at the document verification stage rather than at the form-filling stage.
- SC and ST candidates: caste certificate plus permanent residence certificate
- BC and EBC candidates: caste certificate, permanent residence certificate, and a Non-Creamy Layer certificate
- EWS candidates: the income and asset certificate plus a permanent residence certificate
- A married woman claiming EWS: the income and asset certificate may come from her husband’s circle, but the residence certificate must be based on her father’s permanent residence, to establish she is a Bihar domicile
Which circle do you apply to
The circle of your permanent residence, not where you currently live or study. This is the single most common reason a certificate is rejected as the wrong one.
A candidate at a hostel in Patna whose family home is in Purnea applies in Purnea. The address on the certificate has to be the address the recruitment will treat as your domicile.
That address should also match what you put in the application form. Where the two disagree, the form is what the commission checks the certificate against.
How long it takes, and the Tatkal difference
Ten working days at Circle Officer level under the Bihar Right to Public Services Act. Working days exclude Sundays and government holidays, so allow about two calendar weeks.
Tatkal service settles it in 2 working days, and residence is genuinely on that list, the Tatkal entry covers caste, residence and income certificates.
This is worth knowing precisely because the Non-Creamy Layer certificates are NOT on that list. If you need both an NCL certificate and a residence certificate before a verification date, the residence one can be rushed and the NCL one cannot. Start the NCL first.
The service list does not state a government fee for this certificate. Anything a cyber café charges is their own typing fee.
What you need to hand
The portal verifies against Aadhaar during the application, so the spellings on these must agree with each other.
- Aadhaar, for the OTP verification that happens during the application
- Proof of the permanent address: ration card, electricity bill or voter identity card
- The self-affidavit on Form-XIV, whose format is on the portal
- A passport-size photograph
- A working mobile number, since the OTP and every status update go to it
- The Application ID the portal gives you: without it you can neither track the application nor appeal
If the office misses the deadline
This is a notified service under the Bihar Right to Public Services Act, so the ten working days are binding rather than aspirational.
Appeal to the Sub-Divisional Officer, who has 15 working days. Review after that lies with the District Magistrate, also 15 working days.
Appeal through the same portal with your Application ID and the date you applied. The Act provides for a penalty on the defaulting officer, which is the reason an appeal tends to move things.
How long it stays valid
Recruitments differ, and the notification is the only place worth checking. Some accept a residence certificate of any age because a permanent address does not change; others set a cut-off date.
Where a notification names a date the certificate must be issued after, an older one is not accepted however genuine it is.
A certificate issued after the closing date of applications is usually rejected outright, even where everything on it is correct. Apply before the form closes, not before the verification.
Mistakes that get applications rejected
- Applying in the circle where you study or work rather than where your family permanently resides
- Producing a caste certificate alone and expecting the reservation to hold in a Bihar recruitment
- A married woman using her husband-side residence certificate where the recruitment asks for her father-side one
- Name or father’s name spelt differently from Aadhaar and from the matriculation certificate
- Assuming Tatkal covers everything: it covers this certificate, but not the Non-Creamy Layer one you probably need alongside it
- Losing the Application ID, which leaves you unable to track or appeal
- Applying after the recruitment’s closing date and hoping a later-dated certificate will be accepted
