Bihar Character Certificate and Police Verification

A character certificate is the document that says nothing adverse is recorded against you, and it is asked for at the end of a recruitment rather than the beginning, usually after selection, when the appointment depends on it. That timing is what makes it dangerous: candidates who have already cleared every exam discover at the last stage that the certificate takes weeks they no longer have. This guide explains who issues it in Bihar, how it differs from the police verification a department runs itself, what an old case does and does not mean, and why the sensible time to apply is before you need it.

What it is, and the two things people confuse

A character certificate, also called a police clearance certificate, records that no criminal case or adverse entry stands against you in police records.

It is not the same as the police verification a department conducts after selecting you. That verification is the department's own enquiry, sent to the police of your area, and it happens whether or not you hold a certificate. The certificate is a document you obtain and submit; the verification is a process run about you.

Both may be required for the same appointment, and holding one does not remove the other. Read the appointment letter or the notification for which is being asked.

Where to apply in Bihar

Bihar delivers this through the same channel as its other certificates: serviceonline.bihar.gov.in, the state's Right to Public Services portal. It can also be applied for through the district police, and some districts run their own online route.

You will normally need proof of identity, proof of address matching where the enquiry will be made, a recent photograph, and the reason you need the certificate, for a government appointment, say so, because the purpose is printed on it and some employers require a purpose-specific certificate.

The enquiry is made in the area of your permanent address. That is where the local police station holds any record about you, which is why the address on the application should match your residence certificate and the address you gave on the recruitment form.

Why it takes longer than the other certificates

A caste or residence certificate is issued by checking records held in one office. A character certificate requires a police station to check its own records and report back, and that report travels through a chain, station, subdivision, district.

So it is the certificate least suited to being applied for in a hurry, and the one most often needed in one. Departments ask for it after selection, with a joining deadline.

The practical answer is to apply once you reach a stage where selection is realistic, after clearing a main exam, not after receiving an appointment letter. Even if you are never selected, you have spent an application fee and some time on a document that stays useful.

If there is a case, or was one

Disclose it. Recruitment forms and verification forms ask directly whether any case is or has been registered, and the question is asked precisely because the department will find out.

Concealment is treated far more seriously than the underlying matter. A closed case or an acquittal disclosed honestly is usually survivable; the same case discovered after you denied it is treated as a false declaration, and that is a ground for cancelling an appointment on its own.

Carry the papers: the FIR number, the court order, the acquittal or the closure report. A verifying officer can accept a documented outcome. They cannot accept an assurance that it was nothing.

What counts as adverse, and what disqualifies, differs by department and by post, police and armed forces recruitment applies stricter rules than most. If your case is not straightforward, the notification's own clause is the thing to read, not general advice.

Things that delay it needlessly

Most delays are the applicant's, not the police station's.

  • An address on the application that does not match where the enquiry should run.
  • A mobile number that is switched off when the station calls to confirm.
  • Not responding to a request for a document, then assuming the application is progressing.
  • Applying in the district where you study rather than where your family home is.
  • Leaving the purpose blank, so the certificate is issued in a general form the employer does not accept.

Keep it, and keep it current

A character certificate carries an issue date and departments commonly want a recent one, the phrasing is usually a number of months rather than a fixed rule.

So it is not a document to obtain once at twenty and produce at twenty-eight. Keep the copy, note the date, and if a recruitment reaches its final stage, check whether the one you hold is recent enough before assuming it will do.

Keep the acknowledgement receipt too. If the certificate is delayed and a joining deadline is close, the receipt with its application number is what lets you show the department that the application was made and when.
