Bihar Birth Certificate, and What Actually Proves Your Age

Candidates often set out to get a birth certificate for a recruitment, and it is usually not the document being asked for. A government recruitment takes your date of birth from the Class 10 certificate, and a birth certificate does not override it. Knowing which document does what saves weeks, and tells you when a birth certificate genuinely is needed, how Bihar issues one, and what the route is when a birth was never registered at all. This guide separates the two documents, explains delayed registration, and sets out what to do when the dates on them disagree.

Which document proves age for a recruitment

The Class 10 (matriculation) certificate. That is the accepted proof of date of birth in a government recruitment, and it is what the notification will name if it names anything.

A birth certificate does not replace it and does not override it. Neither does Aadhaar, a voter card, a school leaving certificate or an affidavit. All of which people obtain in the belief they will settle the question, and none of which does.

So the first thing to do is read the notification's own clause on age proof. If it names the matriculation certificate, and it usually does, then the certificate you already hold is the answer and no application is needed.

When a birth certificate genuinely is needed

It has real uses, and they are mostly outside recruitment.

  • School admission, particularly at entry level, before any board certificate exists.
  • A passport application.
  • Correcting a date of birth on another document: here the birth certificate is the supporting evidence, which is its most relevant use for a candidate.
  • Certain scheme and pension applications.
  • Some recruitments that ask for it specifically, in addition to the matriculation certificate rather than instead of it.

How Bihar issues one

Birth registration in Bihar runs through the same public services portal as its other certificates, serviceonline.bihar.gov.in, and through the local registrar, the municipal body in a town, the panchayat in a village.

For a birth registered at the time, obtaining a copy is straightforward: apply with the details of the birth (date, place, parents' names) and the certificate is issued from the register.

The application asks for the place of birth, not your current address, because the record sits with the registrar of the place where the birth occurred. A birth in a Patna hospital is registered in Patna even if the family lives elsewhere.

When the birth was never registered

This is common for births some years ago, particularly at home rather than in a hospital, and it has a defined route: delayed registration.

Delayed registration takes longer and needs more evidence than an ordinary copy, because the registrar is creating a record rather than copying one. What is asked for varies, but generally includes evidence of the birth and of the parents, and beyond a certain delay an order from a competent authority rather than a simple registrar entry.

Do not treat this as a quick errand and do not start it during a recruitment. Where a matriculation certificate exists and the notification accepts it, delayed registration is usually not needed at all for that recruitment.

When the two documents disagree

It happens often, because a school recorded what a family stated at admission and a registrar recorded what was reported at birth, and the two were sometimes years apart.

For a recruitment, the matriculation certificate is what counts, so a disagreement does not usually block you. You enter the certificate date on every form and carry the certificate to verification.

The disagreement matters if you want to correct the school record. There, the birth certificate is evidence, and the correction goes to the board that issued the certificate, with its own procedure, evidence requirements and timeline.

That is a project to begin in a quiet period, not during an application window, and rarely worth starting unless the wrong date actually costs you eligibility somewhere.

The practical advice

Most people who ask about this are trying to solve a problem the birth certificate cannot solve.

  • Read the notification's age proof clause before applying for anything.
  • If it names the matriculation certificate, you already have your answer.
  • Get a birth certificate for its real uses (a passport, a correction, a school admission) and get it when there is no deadline.
  • If your birth is unregistered and you have a matriculation certificate, there is usually no urgency for a recruitment.
  • Never file an affidavit in place of a document and assume it will be accepted. Recruitments name the documents they accept, and an affidavit is rarely among them.
