The two kinds of certificate
Every certificate you will attach to a government form falls into one of two groups, and the group decides whether it can expire.
The first group states a fact that does not change. Your caste does not change. Your place of birth does not change. A caste certificate and a birth certificate describe something permanent, so the document itself is normally treated as permanent too.
The second group states a fact measured at a moment in time. Your family income was a certain amount in a certain year. Your family held certain assets on a certain date. An income certificate, an EWS certificate and a non creamy layer certificate all belong here, and a statement about a moment goes out of date as soon as that moment passes.
This is the whole logic. If a certificate reports a measurement, expect it to expire. If it reports an identity, expect it not to.
Why the department's date is not your date
Candidates assume a certificate is judged on the day they obtained it. Departments judge it on a date they choose, and they print that date in the notification.
The phrase to look for is an as on date, sometimes written as on the last date of application, sometimes as a fixed calendar date. Whatever it says, that is the date your certificate has to be current on, and it is frequently months after you applied.
There is a second date that catches people out at the far end of a recruitment. Document verification can happen a year or more after the form closed, and some departments ask for a certificate that is current at verification, not at application. Read whether the notification asks for a valid certificate or a certificate issued after a stated date. Those are different demands.
When the notification does not say, do not guess and do not rely on what a coaching video told you. Ask the department using the contact printed on the notification, and keep the reply.
Reading the certificate itself
The certificate is the authority on its own validity, not any website and not this page.
Look at the document you are holding. Bihar certificates issued through the Right to Public Services portal carry the issue date, an application or certificate number, and where a validity applies, a stated period or expiry. If a validity is printed there, that is the figure that governs.
If no validity is printed, that silence does not automatically mean permanent. It means the certificate does not limit itself, and the recruiting department's rule then decides. A department can require a certificate issued within a recent window even for a document that never formally expires.
Keep the digital copy the portal issues, not only the paper. Verification officers increasingly check the certificate number against the portal, and a certificate that verifies online settles an argument a photocopy cannot.
The renewal is a fresh application
Renewing an income based certificate in Bihar is not a renewal in the sense of extending something. You apply again, and a new certificate is issued with a new date.
That matters for two reasons. The processing time is the full processing time, not a shortened one, so the weeks you allowed the first time have to be allowed again. And the facts are assessed afresh, so a household whose circumstances changed can receive a different answer from the one it received last time.

What actually goes wrong
These are the failures that cost candidates a form, in the order we see them.
- Uploading a certificate that was valid on the day it was scanned and expired before the closing date, because the as on date was the closing date.
- Applying for the renewal in the last week, when the office needs longer than that and the portal shows the application still under process on the deadline.
- Assuming a certificate that carries no printed expiry can never be refused, when the notification separately demanded one issued within a recent period.
- Renewing the EWS certificate but not the income certificate, or the reverse, when the form asked for both.
- Letting a certificate lapse between the written exam and document verification, and arriving at verification with a document that has since expired.
The habit that prevents all of it
Do this once and the problem stops recurring.
Write down, in one place, every certificate you hold, its issue date, and any validity printed on it. A note on your phone is enough. Add the certificate number, because that is what a verification officer will check.
Then set one reminder a year, in the month before your income based certificates go stale, and renew them whether or not a form is open. A current certificate sitting in a folder costs you an afternoon. A missing one costs you the recruitment.
The candidates who never hit this problem are not better informed than everyone else. They simply renewed before they needed to, which turns an emergency into an errand.
