Name Missing From the Voter List After SIR: Forms 6, 7 and 8, and How to Appeal

SIR is over in Bihar and Uttar Pradesh, and many people are finding only now that their name is not on the final roll. A missing name is not the end of it. The law gives three forms for three different problems (Form 6 to be added, Form 7 to object to an entry, Form 8 to shift or correct one) and a two-step appeal against the Electoral Registration Officer's order. This guide explains how to check whether and why your name was removed, which form fits your case, and where to appeal.
Step one: check, do not assume
Search the current roll at electoralsearch.eci.gov.in, by EPIC number or by your details. Many people who think their name was removed have only had a spelling or address change, or appear under a different part number.
In Uttar Pradesh, the Chief Electoral Officer has published the SIR 2026 final roll and a separate list of names marked A, S, D, D and R: absent, shifted, dead, duplicate and enumeration form refused. In Bihar, the Chief Electoral Officer's website carries the SIR final roll and the list of claims and objections. If your name is on one of those lists, the reason is written against it.
Why names are removed
According to the Commission, deletions in SIR broadly fall under four categories. Knowing which one applies to you tells you what to do.
- Death of the elector.
- Permanent shifting of residence.
- A duplicate entry of the same elector in more than one place.
- The elector could not be traced despite repeated visits.
The safeguards you are entitled to
The Commission lists the safeguards against wrongful deletion. If they were not followed in your case, say so in your application or appeal.
- Prior intimation and door-to-door visits by the BLO, with a minimum of two or three attempts before an elector is treated as untraceable.
- Deletion only after reasons are recorded in the prescribed enumeration format, following the Registration of Electors Rules, 1960.
- Publication of a draft roll and a statutory period for claims and objections before the roll is final.
- An appeal before the District Magistrate or designated appellate authority, and further recourse to the Chief Electoral Officer.
Which form fits your case
All three forms are addressed to the Electoral Registration Officer and are available on voters.eci.gov.in. Pick by what went wrong, not by what sounds closest.
- Form 6, Application Form for New Voters: your name is not on the roll at all and you want it added. This is also the route the Commission gives to electors who could not submit their enumeration form in time, together with the prescribed Declaration Form.
- Form 7, Objection for Proposed Inclusion or Deletion of Name in Existing Electoral Roll: you want to object to a name being included or deleted.
- Form 8, Shifting of Residence, Correction of Entries, Replacement of EPIC, or Marking of PwD: you have moved, a detail in your entry is wrong, you need a replacement voter card, or you want to be marked as a person with disability.
If you were marked shifted or duplicate
These two are the most common for people from Bihar and UP who work elsewhere. If you now live in another state, the correct fix is to be registered where you actually live, using Form 8 for shifting of residence, not to be kept on two rolls. The enumeration form's own declaration says your name is not included in any other constituency, and a false declaration is punishable under Section 31 of the Representation of the People Act, 1950.
How to appeal
Under Section 24 of the Representation of the People Act, 1950, an appeal against an order of the Electoral Registration Officer lies to the District Magistrate, and a second appeal to the Chief Electoral Officer of the state. Keep a copy of the ERO's order and of everything you submitted, with acknowledgements, because the appeal is decided on that record.
What to keep ready
