UPSSSC OTR — How to Create It, and the Rules That Can Cancel Your Candidature

UPSSSC will not accept an application for any of its examinations without a One Time Registration, and the commission prints twelve rules on the OTR form itself. Three of them decide whether your candidature survives: only one OTR ID is permitted per candidate, no modification of any kind is allowed once the registration is complete, and anyone who applied for the Preliminary Eligibility Test 2025 must register using that PET number rather than starting afresh. This guide sets out what UPSSSC actually says, in the order it matters, and explains why a UPPSC OTR is of no use here.
Where it is, and what it decides
The UPSSSC One Time Registration is at upsssc.gov.in/otr. The commission states on that page that OTR is mandatory for applying to any examination it conducts, so without it there is no application to make.
It is a profile of the details that do not change between recruitments. You create it once, and the same OTR ID is used for every later application, which is the whole point of the exercise.
A word on which OTR. UPSSSC runs its own registration at upsssc.gov.in/otr. UPPSC runs a different one at otr.pariksha.nic.in, and the two are separate systems on separate portals. A UPPSC OTR number will not get you into a UPSSSC application, and creating one when you needed the other wastes the day you spent on it.
The PET 2025 rule, which catches people first
UPSSSC offers two routes into OTR: a fresh registration, or a registration based on the registration number of the Preliminary Eligibility Test 2025.
These are not a free choice. The commission states that a candidate who applied for the Preliminary Eligibility Test 2025 must apply for OTR on the basis of that PET 2025 registration number.
So find that number before you begin. If you sat PET 2025, or even only applied for it, the fresh-registration route is not the one meant for you, and taking it creates a second identity in a system that permits exactly one.
If you never applied for PET 2025, fresh registration is the route.
One ID, and what a second one costs
UPSSSC prints this rule twice on the same page, as instruction 7 and again as instruction 11, which is a fair signal of how much it matters.
Only one OTR ID is permitted for each candidate, and the commission states that creating more than one may result in cancellation of candidature.
Duplicates are rarely deliberate. They happen when a registration seems to fail and the candidate starts again, when an OTP does not arrive and a second attempt is made with a different mobile number, or when someone forgets they registered a year ago and never used it.
So before you create anything, try to log in. The login at the OTR portal accepts either your registered mobile number or your OTR number, with an OTP and a verification code. If you already have a registration, that is how you find out, and it costs two minutes against a cancelled candidature.
Nothing can be changed afterwards
This is the single most important line on the page, and it is instruction 10: no modification of any kind shall be permitted after the completion of the OTR.
Read that alongside instruction 8, which says every entry must match the details in your documents, and instruction 9, which asks you to confirm that everything is correct and complete before the final submit, and warns that incorrect or false information may lead the commission to reject the candidature.
Together they mean the OTR is not a form you fill and tidy up later. It is a declaration, checked against your certificates for every recruitment you make from it, and the moment you submit it the entries are fixed.
The portal does carry a separate modify login. What that permits is not stated in the twelve instructions, and this page will not guess: treat instruction 10 as the rule, and if you need something changed, ask the commission rather than assuming a screen exists for it.

Category and domicile, before you pay
UPSSSC sets this apart from the numbered list, in a highlighted box, which is unusual enough to be worth noticing.
The commission asks candidates to select caste category and domicile very cautiously before submitting the fee, and states that any subsequent change in these entries can have legal consequences.
That is stronger language than the rest of the page uses. Not merely rejected, not merely disallowed: legal consequences.
Have the certificates open when you reach these fields. Pick the category exactly as your caste certificate records it, in the form the reservation list uses, and the domicile exactly as your residence certificate records it. The mobile number and email are part of the registration
A valid mobile number and email ID are mandatory, and UPSSSC states that both must remain active throughout the recruitment process. Both are verified by OTP at registration.
That is a longer commitment than it sounds. A recruitment runs for months and sometimes years, and the number you register is where the commission reaches you.
So use a number and an address you will still hold at the end of it. Not a friend's phone, not a cyber-cafe email address created to get past the OTP screen, not a number you are about to change.
Instruction 12 puts the other half of it plainly: candidates are responsible for keeping their login credentials confidential, and the commission will not be responsible for misuse of the OTR ID. If someone fills your form, they hold your identity in this system.
What to have ready before you start
The commission does not publish a document checklist for OTR, so nothing is listed here as required. This is what the rules above imply you will need in front of you.
- Your PET 2025 registration number, if you applied for that exam. It decides which route you take.
- Your matriculation certificate, for the name, parentage and date of birth exactly as recorded.
- Your caste certificate, for the category in the exact form it is written.
- Your residence certificate, for domicile.
- A mobile number and an email address you will still hold in a year, both with you for the OTP.
- Your educational certificates for the qualification entries.
Do it in a quiet month
There is no fee for the registration itself and no obligation attached to it, so there is nothing to lose by having it ready.
What there is to lose is the recruitment. When a large UPSSSC notification opens, the portal carries a great many people at once, and OTP delivery is the part that suffers first. A registration you cannot complete on the closing day is an application you never make.
Create it now, log in once afterwards to confirm the credentials work, and write the OTR number somewhere you will find it. Then a notification you see on its last day is still one you can apply to.
