Bihar EWS Certificate: Rs 8 Lakh Income Limit and 4 Asset Tests

EWS in Bihar is for general category candidates whose family income is below Rs 8 lakh a year. Four property tests disqualify a family whatever its income. The certificate is an Income and Asset Certificate on the prescribed format, not a caste certificate and not an EBC certificate, and the three are confused often enough that recruiters warn about it in the notification itself. It is also effectively an annual document: CSBC asked for financial year 2024-25 while IBPS wanted one valid for 2026-27 on 2025-26 income, so a single certificate does not serve every recruitment. This guide sets out the eligibility criteria, the asset tests, what counts as family, the financial-year trap, and the rule that catches married women.
The short answer
EWS reservation is for candidates who are NOT covered by SC, ST or OBC reservation, and whose family gross annual income is below Rs 8 lakh.
You claim it with an Income and Asset Certificate issued by a competent authority in the prescribed format. In Bihar you apply for it at serviceonline.bihar.gov.in, under the General Administration Department, at Circle, Sub-division or District level.
Income alone is not enough. Four property tests disqualify a family whatever its income, and they catch more people than the income limit does.
EWS eligibility criteria in Bihar, in one list
Every condition below has to hold. They are not alternatives, and failing any one of them ends the claim however comfortably the others are met.
- You are a general category candidate, not covered by SC, ST or OBC reservation. EWS is an alternative to those categories, never an addition to them.
- Family gross annual income below Rs 8 lakh, from all sources including salary, agriculture, business and profession.
- The family holds less than five acres of agricultural land.
- The family holds no residential flat of 1,000 square feet or more.
- The family holds no residential plot of 100 square yards or more in a notified municipality, and none of 200 square yards or more outside one.
- You are a domicile of Bihar. Candidates from outside the state cannot claim reservation under its EWS rules.
- The claim is made on an Income and Asset Certificate in the prescribed format, for the financial year the notification names, from a competent authority.
EWS is not EBC, and not OBC
These three get mixed up constantly, and the consequences fall on the candidate. RRB puts a warning in the notification itself: EBC should not be confused with OBC or EWS, and an EBC certificate is not an EWS certificate.
EWS is for the unreserved. If you already hold SC, ST or OBC status, you cannot claim EWS, the categories are alternatives, not a ladder.
Extremely Backward Class is a Bihar category with its own certificate. Economically Backward Class, as used by the railways for a fee concession, is a third thing again. Read which word the notification uses.
The income test
Below Rs 8 lakh gross annual family income. The figure is a ceiling, not a target, at or above it, the claim fails.
Income means income from all sources: salary, agriculture, business and profession. Agricultural income is not exempt for this purpose, which surprises many rural applicants.
The year that counts is the financial year immediately before the year of application. Not the current year, and not an average.
The asset tests that disqualify regardless of income
A family owning or possessing any one of the following is excluded from EWS, no matter how low the income.
- Five acres of agricultural land or more
- A residential flat of 1,000 square feet or more
- A residential plot of 100 square yards or more in a notified municipality
- A residential plot of 200 square yards or more in an area other than a notified municipality
- Property held in different places or different cities is clubbed together for these tests. You cannot split it across locations
What “family” means here
This is narrower than a household and wider than a nuclear family, and getting it wrong makes the certificate wrong.
Family means the candidate, their parents, siblings below the age of 18, and their own spouse and children below the age of 18.
A married elder brother with his own income is outside it. A sixteen-year-old sibling is inside it. Land in a parent’s name counts; land in an adult brother’s name does not.
The financial year trap
An EWS certificate is effectively an annual document, and two recruitments running at the same time can want different years. This is not a hypothetical.
CSBC, in advertisement 01/2026, asked for an income and asset certificate for financial year 2024-25, issued on Schedule-I (Form-I) under Bihar government notification 2622 dated 26 February 2019.
IBPS, in the CRP CSA-XVI notification, required the certificate to be valid for the year 2026-2027 on financial year 2025-26 income.
CSBC also states the certificate is valid for one year from the date it is issued. Treat an EWS certificate as something you renew, not something you file away.
Married women and Bihar domicile
CSBC sets out the rule in advertisement 01/2026, and it is easy to get half right.
Where a married woman lives with her husband, the income and asset certificate is issued from her husband’s permanent residence circle.
But she must ALSO produce a residence certificate based on her father’s permanent residence, to establish that she is a domicile of Bihar. One document without the other does not complete the claim.
Candidates from outside Bihar cannot claim reservation under the state’s EWS rules at all.
Where to apply, and how long to allow
Apply at serviceonline.bihar.gov.in under the General Administration Department. The service is listed as "Issuance of Income and Asset Certificate for Economically Weaker Section", available at Circle, Sub-division and District level.
The published Right to Public Services list gives 10 working days for caste, residence, income and both Non-Creamy Layer certificates, but it does not list a time limit for this one, so we do not state a figure here. Check the portal when you apply, and allow at least as long as the others take.
There is no Tatkal route for it. The two-day Tatkal service covers caste, residence and income certificates only.
Mistakes that get applications rejected
- Claiming EWS while already holding SC, ST or OBC status, the categories are alternatives
- Producing an EBC certificate, or a plain income certificate, in place of an Income and Asset Certificate
- A certificate for the wrong financial year: check what the notification names, every time
- Forgetting agricultural income, or assuming land under five acres never matters when a flat or plot also exists
- Counting an adult married sibling’s income or property as outside the family when a minor sibling’s is inside it
- A married woman producing only the husband-side certificate, without the father-side residence certificate
- A certificate not on the prescribed format: Schedule-I, Form-I, where the recruiter names it
- Applying so close to document verification that a one-year-old certificate expires in between
