Bihar's 35% Reservation for Women: 302 of BTSC's 1,129 Posts, and Who Actually Gets It

Bihar reserves 35 per cent of posts for women, and in the four BTSC recruitments open now that works out at 302 of 1,129 posts. But two conditions decide whether you actually get it, and both catch people every year. The reservation is for permanent residents of Bihar only, so a woman from another state does not receive it. And a married woman claiming a reserved category must produce certificates issued in her father's name and at her father's address, not her husband's. This guide explains how horizontal reservation works and what to bring.

What horizontal means, and why it matters

Bihar's 35 per cent for women is horizontal, not vertical. A vertical reservation, like SC or Backward Class, creates a separate block of posts. A horizontal one cuts across every block: 35 per cent of the unreserved posts go to women, 35 per cent of the SC posts go to SC women, and so on.

So you do not choose between your category and being a woman. You compete inside your own category, and within it a share is set aside for women. An unreserved woman from Bihar is counted against the unreserved women's share, not moved into a separate list.

The numbers in the four open recruitments

Each advertisement prints the women's row separately under its category row, and the four add up as follows.

  • Advt 27/2026, Touring Veterinary Officer: 190 of 787 posts
  • Advt 28/2026, Fishery Extension Officer: 77 of 231 posts
  • Advt 29/2026, Food Safety Officer: 34 of 105 posts
  • Advt 30/2026, Scientific Assistant: 1 of 6 posts
  • In all: 302 of 1,129 posts

Only for Bihar's permanent residents

The advertisements are explicit that the benefit of reservation goes only to candidates whose permanent residence is in Bihar. That covers the women's 35 per cent as much as it covers caste reservation.

A woman from Uttar Pradesh, Jharkhand or anywhere else applies as unreserved and needs the general qualifying mark of 40 per cent, not the 32 per cent available to women who are permanent residents of Bihar. The permanent address entered in the online application is what is taken as the permanent residence for this purpose.

Married women: the certificates go in your father's name

This is the single most common reason a woman's reservation claim fails in Bihar recruitment. A married woman claiming a reserved category must produce her caste certificate, residence certificate and non-creamy-layer certificate issued in her father's name and from her father's permanent address.

A certificate made in the husband's name, or from the husband's address, is not accepted for the caste claim. This is not a formality: it is checked at document verification, and a certificate in the wrong name at that stage cannot be replaced.

The EWS exception for a married woman

One certificate works the other way round. Where a married woman living with her husband claims the Economically Weaker Section category, the income and asset certificate is issued from the husband's permanent residence.

She must then also produce a residence certificate based on her father's permanent residence, so that it is clear she is a permanent resident of Bihar. Two certificates, from two addresses, for the one claim.

Claim it in the form, or lose it

The advertisements say that if you do not claim reservation in the column provided in the online application, you do not get the benefit of it. There is no route to adding the claim afterwards.

You must also already hold the certificate from the competent authority when you fill the form. Applying first and getting the certificate later is not provided for, and the certificate must be issued on or before the closing date of the advertisement.

Which authority issues it

The advertisements name the issuing authority, and a certificate from the wrong office is rejected as surely as one in the wrong name.

  • SC and ST: caste certificate and permanent residence certificate from the circle officer notified by the Bihar government
  • Backward Class and Extremely Backward Class: non-creamy-layer certificate from the notified circle officer, made out for the Bihar government's purposes
  • EWS: income and asset certificate in the prescribed format, valid for one year from the date of issue

I am a woman from Uttar Pradesh. Do I get the 35 per cent reservation in Bihar?

No. Reservation in these advertisements, including the women's 35 per cent, is for permanent residents of Bihar only. You apply as unreserved and need 40 per cent.

I am married. Should my caste certificate be in my husband's name?

No. For a caste, residence or non-creamy-layer claim it must be issued in your father's name and from your father's permanent address.

Which certificate is made from the husband's address?

I forgot to tick the reservation column. Can I add it later?

No. The advertisements say the benefit is not given if the claim is not made in the column provided in the online application.

Does being a woman mean I compete in a separate list?

No. Horizontal reservation works inside your own category. You compete in your category, and a 35 per cent share within it is set aside for women.
