Bihar NCL Certificate — How to Apply Online, Forms, Time

Bihar issues two different Non-Creamy Layer certificates, and using the wrong one is one of the commonest reasons a Backward Class or Extremely Backward Class candidate loses a post at document verification. One is for Government of India purposes (banks, railways, SSC) and one is for Bihar Government purposes. Both are applied for at serviceonline.bihar.gov.in, both are issued by the Circle Officer within 10 working days, and neither is covered by the two-day Tatkal service, which handles only caste, residence and income certificates. This guide explains which certificate you need, the form numbers for each, how long the certificate stays acceptable, and the rules that reject married women’s applications.
The short answer
Bihar issues two Non-Creamy Layer certificates, not one. Which you need depends on who is recruiting, not on your caste.
Both are applied for on the same portal, serviceonline.bihar.gov.in, under the General Administration Department, and both are issued by the Circle Officer within 10 working days.
- For a central recruitment (IBPS, RRB, SSC, UPSC) you need the O.B.C. (Non-Creamy Layer) certificate issued for Government of India purposes
- For a Bihar recruitment (BPSC, BSSC, BPSSC, CSBC) you need the BC / EBC (Non-Creamy Layer) certificate issued for Bihar Government purposes
- Tatkal service will not help you here. It covers caste, residence and income certificates only
The mistake that costs the most
The two certificates look almost identical to a candidate. They are issued on different forms, under different rules, and a commission checks which one you have brought.
A candidate who applies to IBPS with a Bihar-purpose certificate has claimed reservation without valid proof of it. At document verification the claim fails, and the candidature goes with it, after the written exam is already cleared.
If you sit both central and state recruitments, you need both certificates. They are separate applications on the same portal.
Which certificate, which form
These form numbers are from the Right to Public Services service list published by the General Administration Department.
- Government of India purposes: apply on Form-VI, with the self-affidavit on Form-VIII. The certificate is issued on Form-VII
- Bihar Government purposes: apply on Form-IX, with the self-affidavit on Form-XI. The certificate is issued on Form-X
- Both are available at Circle Officer, Sub-Divisional Officer and District Magistrate level. Circle level is normally what a recruitment expects
How long it takes
Ten working days at Circle Officer level for either certificate. Working days exclude Sundays and government holidays, so plan on about two calendar weeks.
There is no Tatkal route. The two-day Tatkal service in Bihar covers caste, residence and income certificates, and the Non-Creamy Layer certificates are not on that list. If your document verification is in a week, this is the fact that will hurt you.
The service list does not state a government fee for these certificates. Anything a cyber café or common service centre asks for is their own typing charge, not a government charge.
Validity: the trap nobody explains
A Non-Creamy Layer certificate does not last forever, and different recruiters cut the line in different places. Read the notification, not a forum.
IBPS, in the CRP CSA-XVI notification, required the OBC certificate to carry the non-creamy-layer clause in the Government of India format and to be issued on or after 1 April 2026, valid up to the date of document verification.
CSBC, in advertisement 01/2026, accepts an older certificate but demands more with it: where the Non-Creamy Layer certificate is more than one year old, a declaration on Form xviiiB must be attached, under General Administration Department circular 15440 dated 5 December 2017.
- Check the exact wording in the notification you are applying to, every time
- Where a notification names a date the certificate must be issued after, an older certificate is not accepted at all
- A certificate issued after the closing date of applications is usually rejected, even if it is otherwise correct
Married women: read this before you apply
This single rule ends more candidatures than any other in this area, and it surprises people every year.
A married woman claiming reservation must have her caste and Non-Creamy Layer certificates issued in her father’s name and address, not her husband’s. CSBC states it plainly in advertisement 01/2026.
The reason is that caste is determined by birth, not by marriage. A certificate raised through the husband’s family is not proof of the candidate’s own category, however genuine the family’s status.
If you are in the creamy layer
A candidate whose family falls in the creamy layer is not entitled to OBC reservation and must apply in the General category. IBPS states this in as many words.
Applying as OBC without a valid non-creamy-layer certificate is not a small paperwork problem. It is a false claim of category, and no request to be considered under a different category is entertained after the form closes.
The edit window, where a recruitment has one, does not usually allow a change of category either. Decide before you submit.
If the office misses the deadline
These are services under the Bihar Right to Public Services Act, which makes them time-bound. If 10 working days pass with no certificate, you have a legal right, not merely a grievance.
Appeal to the Sub-Divisional Officer, who has 15 working days. Beyond that, review lies with the District Magistrate, also 15 working days.
Appeal through the same portal, quoting your Application ID and the date you applied. Keep that ID, without it you can neither track the application nor appeal against it.
Mistakes that get applications rejected
- Bringing the Bihar-purpose certificate to a central recruitment, or the reverse
- Assuming Tatkal will produce it in two days: it does not cover this certificate
- A certificate older than the notification allows, with no Form xviiiB declaration where one is required
- A married woman’s certificate raised in her husband’s name instead of her father’s
- Name or father’s name spelt differently from Aadhaar and from your matriculation certificate
- Applying a week before document verification and hoping. Ten working days is nearer two calendar weeks
- Claiming OBC in the form while in the creamy layer, the category cannot be changed later
