Bihar's 2% Reservation for Freedom Fighters' Grandchildren: Who Qualifies and Which Certificate

Bihar reserves 2 per cent of posts horizontally for the grandchildren of freedom fighters, and the four BTSC recruitments open now carry 17 such posts between them. It is one of the least understood reservations in the state, and it fails at document verification for one recurring reason: candidates bring the freedom fighter's successor identity card, which the advertisements say is not accepted. This guide explains who qualifies, which certificate is required and which office issues it.
What the reservation is
Under General Administration Department letter 13185 dated 3 September 2015, the grandchildren of those Bihar freedom fighters whose pension was sanctioned by the Centre are entitled to 2 per cent horizontal reservation, as per the rules. BPSC states this in Advertisement 14/2026 and the BTSC advertisements carry the same provision.
Horizontal means it cuts across categories rather than forming a separate block. You still compete in your own category; a share within it is set aside.
The relationship that qualifies
The advertisements name it precisely: पोता, पोती, नाती and नतीनी. In English, the son's son, the son's daughter, the daughter's son and the daughter's daughter. Grandchildren, through either a son or a daughter.
It is the grandchild generation specifically. The advertisements do not extend it further down, and a claim from outside that relationship is not provided for.
The certificate that fails, and the one that works
This is the part that costs people the post. The advertisements state that the freedom fighter's successor identity card is not accepted as proof. Many families hold one and assume it is the document. It is not.
What is required is a certificate in the prescribed format, attached to the application, issued under the signature of the District Magistrate of your home district or an officer authorised by them, certifying that you are the पोता, पोती, नाती or नतीनी of the freedom fighter.

Only Bihar's permanent residents
Like every other reservation in these advertisements, this one is for permanent residents of Bihar, and the pension must have been sanctioned by the Centre to a Bihar freedom fighter. The BTSC advertisements mark the column explicitly for Bihar residents.

Claim it in the form
As with every reservation in these advertisements, the claim must be made in the column provided in the online application. The advertisements say that a claim not made there brings no benefit, and there is no route to adding it later.
The BPSC advertisement also notes that the reserved category cannot be changed during the appointment process, so the entry you make in the form is the one you are held to.
