BPSC TRE 4.0 for Candidates from Outside Bihar: Domicile, Reservation and the 40% Rule

Any Indian citizen can apply for BPSC TRE 4.0, but several of its benefits are for Bihar's permanent residents only. Advertisement 14/2026 invites applications from eligible Indian candidates, so a candidate from Uttar Pradesh, Jharkhand or any other state can apply. What changes is what they compete for, and against which marks.
The 40 percent rule
Under Education Department notification 2128 dated 5 August 2025, 40 percent of the total vacancies will be filled by candidates who passed matric or Intermediate from educational institutions in Bihar. Candidates who passed matric or Intermediate in undivided Bihar count as having passed in Bihar for this purpose.
If there are not enough qualified candidates for that 40 percent, the remaining posts can be filled by qualified candidates from the other 60 percent.
Reservation is for Bihar's permanent residents only
The advertisement is explicit: the benefit of reservation goes only to Bihar's permanent residents. A candidate from another state applies as unreserved, whatever their category in their home state. That covers each of these:
- Caste reservation for SC, ST, Extremely Backward Class, Backward Class and Backward Class women
- Economically Weaker Section reservation, which is for Bihar's permanent residents under Bihar Act 15 of 2003
- Horizontal reservation for women, which goes only to women who are Bihar's permanent residents, including unreserved women
- 4 percent horizontal reservation for persons with benchmark disability, only for Bihar's permanent residents
- Horizontal reservation for transgender candidates, who need a Bihar permanent residence certificate
Qualifying marks in the main examination
To be considered, a candidate must reach the minimum qualifying marks: 40 percent for general category, 36.5 percent for Backward Class, 34 percent for Extremely Backward Class, and 32 percent for SC, ST, women and disabled candidates.
The 32 percent figure for women and disabled candidates, along with the women's and disability reservation, is given only to Bihar's permanent residents. A woman from another state needs the general category mark. The same applies to teacher eligibility test pass marks: all candidates from outside Bihar, men and women, are held to the general category minimum.
Certificates Bihar candidates need for a reserved category
Reservation must be claimed in the column provided in the online form. If you do not claim it there, you do not get it. You must also already hold the certificate from the competent authority when you fill the form.
- SC and ST: caste certificate and permanent residence certificate, issued by the circle officer notified by the Bihar government
- Backward Class and Extremely Backward Class: non-creamy layer certificate, issued by the circle officer notified by the Bihar government
- Married women: caste, residence and non-creamy layer certificates must be issued in the father's name and at the father's permanent address, not the husband's
- EWS: income and asset certificate in the format of Annexure-I to notification 2622 dated 26 February 2019, valid for one year from the date of issue

For a married woman living with her husband, the EWS income and asset certificate is issued from the husband's permanent residence. She must also produce a residence certificate based on her father's permanent residence, so that it is clear she is a permanent resident of Bihar.
